As a work-for-hire for a UN agency, the copyright for this photo is judged according to COM:UNITED NATIONS, which says that "UN photos cannot be altered, sold, redistributed or used to create derivative works.". All of the sources provided in the links point to UNRWA as the source of and the owner of the copyright, and do not mention a Syrian creator or publisher, therefore the Syrian public domain tag is invalid in this case and the photo must be deleted as a copyvio.

Açıklama	Description from source 1: "This UNRWA administered tented camp near Damascus provided temporary shelter for some 3,200 homeless Palestine Arab refugees. As a result of the June 1967 hostilities in the Middle East, 117,500 people were displaced from the Quneitra region of Syria, which was occupied by Israel; among them were 17,500 Palestine refugees registered with UNRWA. Those displaced refugees, unable to find shelter for themselves, numbering over 10,000 persons have been accommodated in four emergency camps near Damascus & Dera'a. Article 24 - "Protection of audio - visual, broadcast, televised or cinematography work shall be enforceable for fifty years as of the date of producing the work."
Article 25 - "Photographic, fine arts or plastic arts shall be enforceable for ten years as of the date of producing such work."
